Planning and Development Director

Description

Provides guidance and technical advice in the areas of planning & zoning, permitting and comprehensive plans and oversees P&D and Code Enforcement activities. Essential duties include:

  • Provides technical advice to elected officials, city personnel, contractors, engineers, architects, and the general public.
  • Prepares and submits annual budget requests; oversees compliance with approved budgets.
  • Assigns work to department divisions and ensures work is completed in a timely manner.
  • Assists the City Commission with the development of a long-range land use plan.
  • Provides advice to various appointed boards, including the Planning and Zoning Board and the Historic Preservation Commission.
  • Coordinates the review and analysis of zoning, special use permit requests, variances, comprehensive plan amendments, site and subdivision plans, and zoning text amendments.
  • Supervises the review of developers' plans to ensure compliance with state and city regulations.
  • Prepares and recommends ordinances and planning policies to the City Manager for presentation to the Board of Commissioners.
  • Enforces development compliances with adopted city codes.
  • Plans, directs, organizes and supervises the work of all departmental and divisional staff; evaluates the performance of personnel.
 
Position Requirements
  • Knowledge of local government planning and economic and community development principles.
  • Knowledge of real estate sales and purchase procedures.
  • Knowledge of zoning and code regulations.
  • Knowledge of city budgeting policies.
  • Knowledge of supervisory principles and practices.
  • Knowledge of computers and job-related software programs.
  • Skill in planning, organizing, directing and coordinating the work of personnel.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise administrative reports.
  • Skill in effective and persuasive leadership comfortable with all levels of staff, public and others
  • Skill in understanding and managing high-profile, sensitive or controversial political situations
  • Skill in problem-solving and negotiations
  • Skill in strong oral and written communication.
  • Knowledge and level of competency commonly associated with the completion of a master's degree in urban planning, public administration or a related field and a minimum of 8 years of progressively responsible planning experience, with four years of experience must be in a supervisory capacity.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • AICP Certification is preferred. Preference may be given to applicants possessing qualifications above the minimum.

Hourly Rate of Pay Minimum annual salary of $87,802 with excellent benefits package and generous pension plan.
