Description

Assertive Professionals is seeking a Finance Program Manager (Senior) to support a National Security Customer in Springfield, VA.

Duties may include:

  • Assist in the Management of budget execution for the Architecture & Engineering Group (TA).
  • Provide support to the drafting of interagency agreements and other documents required for the execution of AF9‘s and MIPR’s.
  • Research, maintain and present current and future budget analysis in the form of briefings to all management levels to support budget decisions.
  • Perform research, data collection and reporting related to workforce planning to include civilian manpower resources, Program Objective Memorandum (POM) and the Congressional Budget Justification Book (CBJB).
  • Support the preparation of program budget exhibits and execution plans for submission to the Office of the Director of National Intelligence (ODNI), Office of the Secretary of Defense (OSD), and Congress.
  • Support budget responses, reports and justifications to Finance Tasker requests.
  • Coordinate with program/project managers on obligations and expenditures.

Required Experience and Qualifications:

  • Current TS/SCI eligibility
  • Current CI Poly, or willingness to submit to one
  • Bachelor’s Degree in Accounting, Finance, or a Business related field such as Economics.
  • Demonstrated specialized experience in building, monitoring and modifying financial and budget execution plans using MS Excel, MS Project and other finance databases.
  • 12 years of total work experience (11/Associates, 10/Bachelors, 9/Masters, 8/Doctorate)
  • 8 years of specialized experience (7/Associates, 6/Bachelors, 5/Masters, 4/Doctorate - For specialized experience, any academic degree substitution must match the career field of the required experience)

Desired Experience and Qualifications:

  • Master’s in Business Administration or related field.
  • Demonstrated specialized experience with Government budget planning, tracking and execution.
  • Demonstrated specialized experience with DoD fiscal budget process.
  • Demonstrated specialized experience in linking Program Objective Memorandum (POM) and Budget Planning with Budget Execution and Control.
  • Demonstrated specialized experience identifying budget issues, proposing potential solutions, and communicating impacts to the Government.
  • Demonstrated specialized experience with fiscal budget execution goals and reporting.
