Description

The Member Services Specialist is responsible for assisting patients in navigating and otherwise accessing medical and health/enabling services. The Member Services Specialist is responsible for knowing eligibility requirements for programs available to pay for services or otherwise benefit Open Door patients. The Member Services Specialist assists patients/members with the application, enrollment, and redetermination process for all available programs. The Member Services Specialist collaborates with front office, medical support, and health outreach staff to identify ODCHC patients for program enrollment and other assistance as appropriate, as well as coordinates with other community agencies as applicable to conduct eligibility and enrollment related community outreach.

This listing is for a 0.5 FTE position - 4 hrs a day/ 5 days a week.

 

Position Requirements

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Schedules and assists patients/members with program enrollment process, including patient/member education on available programs, eligibility and related requirements.

  • Coordinates with ODCHC staff, community partners, and others as appropriate to identify patients/members for program enrollment, and directly supports clinic sites in assisting patients in navigating access to medical and health/enabling services.

  • Refers patients/members to other inter-agency departments or community health/ social services as needed.

  • Attends meetings/trainings and reviews literature to maintain a current knowledge of programs and services available and pertinent regulations and eligibility requirements.

  • Coordinates with agency staff for publicity and outreach initiatives for availability of programs to patients and the community.

  • Proposes program initiatives for increased program enrollment.

  • Coordinates with other community agencies as appropriate for increased enrollment program capacity.

  • Tracks enrollment and program data.

  • Adherence to ODCHC attendance policy.

  • Other duties and responsibilities as designated by supervisor.

QUALIFICATIONS:

  • Ability to work both independently- planning, organizing and implementing work, and collaboratively with all agency staff.

  • Ability to identify and differentiate needs of patients/members and provide assistance and stimulate interest in accessing healthcare coverage and other program opportunities.

  • Ability to communicate effectively and exercise sound and responsible judgment.

  • Excellent interpersonal skills, written and verbal.Ability to establish constructive working relationships with all levels of management and employees in a staff of varied and diverse backgrounds.

  • Ability to handle difficult or confrontational situations in a calm, consistent, and equitable manner.

  • Ability to read, analyze, and interpret business periodicals, professional journals, technical procedures, and governmental regulations.

  • Ability to effectively present information to staff, patients, and the community.

  • Ability to define problems, collect data, establish facts and draw valid conclusions.

  • Ability to effectively represent the ODCHC’s interests in the community; maintaining effective working relationships among public, private and professional groups.

EDUCATION and/or EXPERIENCE:

  • High school diploma or GED.

  • College graduate preferred.

  • Minimum of two years experience in program application assistance for government programs or other outreach initiatives.

  • Bi/Multilingual preferred.

SUPERVISORY RESPONSIBILITIES:

NONE

PHYSICAL REQUIREMENTS:

  • Speaking and hearing proficient to communicate effectively by phone or in person, at normal volumes.

  • Vision adequate to read correspondence, computer screen, forms, etc.

  • Good manual dexterity.

  • Ability to sit for extended periods of time.

  • Must have valid California driver’s license and a reliable form of transportation.

  • Ability to use keyboard and view computer screen for extended periods of time.
